Phoebe Mullis is a junior researcher in the research strand ‘In the public interest: accountability of the state and the prosecution of crimes’, where she works on a number of counterterrorism initiatives with the Global Counterterrorism Forum (GCTF). Prior to her current role, Phoebe was an intern within the counterterrorism team. 

Phoebe graduated from the University of Amsterdam with an LL.M. in International and Transnational Criminal Law. During her studies, she worked as a legal researcher at the Amsterdam Law Clinics, where she assisted the defence counsel in a criminal procedure in appeal against a conviction for war crimes and participation in a terrorist organisation. The research focussed on the existence and/or scope of criminal accountability as a war crime for the creation and making public of footage of interrogation of prisoners of war and displaying the dead bodies of opponents. Prior to this, she completed her B.A. in Liberal Arts and Science at Amsterdam University College where she majored in International Law.
