Profile

Klaudia Klonowska is Ph.D. Researcher at the Asser Institute and the University of Amsterdam. She is also Managing Director of the U.S. West Point Military Academy’s Manual on Artificial Intelligence (AI). Her research focuses on techno-legal decisions that shape the design, development, and use of AI decision-support systems by militaries, and their implications under international humanitarian law. As part of her PhD, she has conducted empirical research with the Dutch and American military personnel, lawyers and engineers and gained insights into challenges of implementing AI into military institutions. Her research is conducted as part of the project Designing International Law and Ethics into Military Artificial Intelligence (DILEMA) founded by the Dutch Research Council (NWO).

Klaudia has been teaching and guest lecturing, among others, at Amsterdam University College, Vrije Universiteit Amsterdam, Sciences Po Paris, University of Manchester. She has also given trainings at military institutions such as the West Point Military Academy, the Naval Academy of Strategic Studies of the Colombian Navy and consulted for the British Ministry of Defense. Prior to starting her PhD, Klaudia coordinated two Global Counter-Terrorism Forum (GCTF) initiatives on maritime security and counter-terrorist watchlisting practices which resulted in the publication of the GCTF Watchlisting Toolkit. She also worked at Amnesty International, the Hague Centre for Strategic Studies, and was Poland’s delegate to the 73rd General Assembly of the United Nations. Klaudia holds a BSc in International Relations and Law from Amsterdam University College and LL.M. in International Technology Law from Vrije Universiteit van Amsterdam.
