BIS-KIT app - a mobile companion for practitioners in Ukraine
Published 11 November 2024In 2024, the BIS-KIT mobile app was launched under the auspices of the MATRA-Ukraine project, based on the Basic Investigative Standards for Documenting International Crimes in Ukraine (BIS-Ukraine) toolkit. This app aims to assist a wide range of practitioners in identifying, documenting, and investigating international crimes and human rights and humanitarian law violations.

Guides: Practical procedures for complicated investigation and documentation activities, based on international legal best practices, as well as the Ukrainian Criminal Code and Criminal Procedure Code. The Guides offer best practice guidance on conducting investigations, witness risk assessments, interviews, crime scene inspections, and on the taking of videos and photographs during investigations.
These procedural guides break down procedures into before-during-after steps, detailing the necessary actions practitioners must take while performing investigation and documentation tasks. They also include interactive checklist elements, allowing practitioners to track their steps and actions.
Identify Crimes: An interactive, questionnaire-based tool aimed at assisting preliminary assessments to determine potential international crimes based on specific elements of crimes and information gathered during investigations. This tool is intended as a complementary resource, rather than a substitute for an in-depth assessment based on all available evidence.
Library: An abridged version of the BIS-Ukraine Manual, covering key topics such as the Six Essential Documentation rules, relevant principles of international law, the Criminal Code of Ukraine, and norms for documenting international crime cases. The Library provides this technical information in an easily digestible, portable format, ideal for quickly refreshing knowledge.
