From August 29 – September 2, 2022, the T.M.C. Asser Instituut and International Centre for Counter-Terrorism will host the twelfth Advanced summer programme on terrorism, counter-terrorism and the rule of law. In this thought-provoking summer training you will focus on the international and domestic legal aspects of counter-terrorism and counter-extremism, in inspiring and interactive classes by leading speakers in the field.

Overview

Despite a temporary respite in violent activities during the height of the global COVID-19 pandemic, terrorism and violent extremism remain significant and serious threats in many countries across the globe. As states’ resources have been stretched by the pandemic, terrorist organisations have sought to exploit the reduced public attention on their activities to strengthen their base, fuel divisions and expand recruitment. In North America, Western Europe and Oceania, the threat of far-right political terrorism has been steadily rising, with an increase in far-right incidents of 250 percent between 2014-2019 (Global Terrorism Index 2020). The Ukraine conflict is likely to trigger further increase in traditional and cyber terrorism; in the 2014 Crimea crisis, Ukraine recorded 69 terrorist attacks (Global Terrorism Index 2021).

In 2021, Islamic State (IS) replaced the Taliban as the world’s deadliest terror group. Islamic State (IS) and its affiliate groups were responsible for 29 per cent of all deaths from terrorism globally in 2021 (Global Terrorism Index 2021). While EU countries have seen a reduction in the number of foiled, failed and completed terrorist attacks (57 in 2020 in comparison to 117 in 2019 according to Europol), politically motivated attacks have been steadily on the rise with 73% of incidents being attributed to politically motivated groups and individuals (Global Terrorism Index 2021).

Across the world, extremist and terrorist activities have continuously triggered an increase in security-related laws and measures. To prevent terrorism and violent extremism as early as possible, states have grappled with defining terrorism and proscribing terrorist and extreme organisations, introduced early prevention mechanisms and have expanded domestic and international security toolkits to better counter the ever-developing nature of threat.
