Asser Sports Law Lunch & Learn
“Introducing the Council of Europe Convention on the Manipulation of Sports Competition”
Presented by: Stanislas Frossard (Council of Europe)
On 18 September 2014, the Council of Europe Convention on the Manipulation of Sports Competitions was opened for signature. The Convention is a multilateral treaty that aims to prevent, detect, and punish match fixing in sport as well as to enhance the exchange of information, and national and international co-operation, between the public authorities concerned, and with sports organisations and sports betting operators.
The initiative of the Convention was led by the Council of Europe’s “Enlarged Partial Agreement on Sport” (EPAS). EPAS was established in 2007 in order to give fresh momentum to pan-European sports co-operation and address the current challenges facing sport in Europe. It develops policies and standards, monitors them and helps with capacity-building and the exchange of good practices on various issues affecting sport.
During this Lunch & Learn, Mr. Stanislas Frossard, Executive Secretary of EPAS, will provide an overview of the drafting process leading up to the Convention and an outline of its main objectives. Furthermore, he will open a discussion on the envisaged short - and long – term impact of the Convention including the way it might be implemented by the Netherlands and other signatory States.
