Advanced Summer Programme on
Countering Terrorism in the Post 9/11 World: Legal Challenges and Dilemmas

From 25 - 29 August 2014 the T.M.C. Asser Instituut organises, in cooperation with the International Centre for Counter Terrorism – The Hague (ICCT), the fourth Summer Programme on Countering Terrorism.

This Summer Programme will focus primarily on issues related to rule of law and will  provide the legal background underlying pertinent questions that counter-terrorism (CT) professionals regularly face.

The programme is tailored towards CT professionals with an academic background in areas such as law, security studies, international relations, conflict studies or other related fields who want to expand their knowledge of the underlying legal tenets and dilemmas in CT (a legal background is desirable but not required). The programme is also open for advanced graduate students who wish to pursue a career in CT.

The programme aims to provoke critical thinking about such issues as:

Ø  Defining Terrorism under International and Domestic Laws;

Ø   The War Paradigm vs the Law Enforcement Paradigm;

Ø   The Role of International Humanitarian Law and International Human Rights Law in Countering  Terrorism;

Ø   Targeted Killings and the Use of Drones in Countering Terrorism: Legal, Moral, Technical and  Efficiency Issues;

Ø   The Role of Intelligence and the Police in Countering Terrorism;

Ø   The Protection and Use of Witnesses in Terrorism Cases;

Ø   Trying Terrorists at the Domestic and International Level;
