While the lower and upper threshold of non-international armed conflict and its various forms are subject to continuous discussion, different approaches taken by state and non-state parties have again aroused an interest in the reciprocity of   pertinent rules and the question whether and to what extent international legal norms are binding on non-state actors. The lecture exposes major lines of thought on these issues and invites the audience to discuss how to enhance legal protection of victims in the conduct of hostilities, in law enforcement operations, and robust peace operations.
