From 22-26 August 2011, the International Centre for Counter-Terrorism - The Hague together with the T.M.C. Asser Instituut will organise a one-week Summer Programme on Countering Terrorism in the Post- 9/11 World.
Since the terrorist attacks of 9/11/2001, the world has witnessed a significant intensification of predominantly repressive counter-terrorism measures, both on a national and international level. Widespread consensus is now emerging that instead of solely prosecuting terrorists after the event, terrorism requires an emphasis on prevention. Hence, governments have made considerable investments to support and coordinate the struggle against violent extremism and have broadened legal regimes to allot those actors responsible for preventing terrorism special and increased powers. What are the ramifications of this shift in focus to preventing attack for the international legal framework in which governments and counter-terrorism actors operate? Has the nature of the threat of terrorism changed over the last decade? To what extent is the current set of legal mechanisms and policy measures in sync with the contemporary threat? What are the key human rights challenges and trends in (counter-) terrorism?
The objective of this new and unique Summer Programme is to provide participants with a deepened understanding of the phenomena of violent radicalisation and terrorism, the contemporary methods to counter it and the applicable international legal framework.
This is the first tailor-made programme for graduate students and young professionals with an academic background in e.g. law, security studies, international relations, conflict studies, who are interested in pursuing careers in counter-terrorism and related fields of work. Whether as a lawyer, researcher, policymaker or security analyst, this Summer Programme will provide a unique insight into the preventive and international legal aspects of counter-terrorism.
Over five days, participants will:
* gain increased understanding of the historical and socio-political aspects of political violence and the factors conducive to the spread of the phenomenon;
*look into the various methods and actors involved in countering violent extremism; and
*examine the international legal framework and mechanisms applicable to the struggle against terrorism, with an emphasis on human rights elements.
The various lectures will be given by top-level speakers working in the field of counter-terrorism and international law, ranging from academic researchers to judges and civil society leaders. The programme will also include a number of side events and visits to learn more about the organisations and individuals involved in countering terrorism.
